Horse Memorial Inscription

The inscription on the Horse Memorial which was erected in memory of all the horses and mules which died during the Anglo Boer War.
THE GREATNESS OF A NATION CONSISTS NOT SO MUCH IN THE NUMBER OF ITS PEOPLE OR IN THE EXTENT OF ITS TERRITORY AS IN THE EXTENT AND JUSTICE OF ITS COMPASSION

Is it an anonymous quote or one adapted from Mahatma Gandhi’s ““The greatness of a nation and its moral progress can be judged by the way its animals are treated” ?.
